I also installed a 3060GTX on the Z690 motherboard and it worked in all the slots. I also tried the 3060 card with the PCIE 3.0 4x card in a different slot and no luck in that combo either. PCI-E 2.1 and up has a higher power profile and is faster exponentially from 1.0 and 2.0 bus. Same is true for conventional PCI 2.0 and earlier with 5v cards.
